A four-phase plan to the new normal - National Cabinet's COVID Response

On Friday 2 July 2021, Prime Minister Scott Morrison announced that the National Cabinet have agreed to halve international arrivals and create a four-phase plan, aligned with vaccination targets (which are still to be determined by scientific modelling).

National Cabinet agreed to formulate a National Plan to transition Australia's National COVID Response from its current pre-vaccination settings, focussing on continued suppression of community transmission, to post-vaccination settings focussed on prevention of serious illness, hospitalisation and fatality, and the public health management of other infectious diseases.

The four-phase plan includes:

  • Phase 1: Once we reach the first target, restrictions will be eased for vaccinated residents – including lockdowns and border controls. Lockdowns would only then occur in extreme circumstances to prevent overwhelming hospital resources.
  • Phase 2: International travel caps will lift for unvaccinated and vaccinated travellers.
  • Phase 3: Australia will be dealing with COVID19 like it does the seasonal flu.
  • Phase 4: A return to pre-pandemic travel and life.
